Brightness and control when i logged in plasma without the external monitor connected

SUMMARY
when i connect my external monitor in my laptop, it only shows my laptop build-in brightness control in the system tray(or nothing is i have the "switch to external screen" display configuration set

STEPS TO REPRODUCE
1. log in plasma without the external monitor connected 
2. connect the external monitor
3. open the brightness control tray icon
4. observe that no brightness control for the external monitor shows up

OBSERVED RESULT
it only shows the laptop build-in screen control(or nothing if the "switch to external screen" display configuration is set)

EXPECTED RESULT
The expected result is for external monitor brightness control to show up when connected

ADDITIONAL INFORMATION
if i relogin with the external monitor connected or if i run `systemctl --user restart plasma-powerdevil.service` the issue get fixed

Fedora 42 has ddcutil-2.1.4; this will be fixed with ddcutil-2.2.1 or later (once 2.2.1 is released, that is)
