I think this is intentional at this point. Why would you like to open the Activity Switcher when there's nothing to switch to? For example, to create a new activity. I admit a new activity can be created via KCM, however that may be hard to find for a user who is unaware of KCM existence while being familiar with the Activity Switcher.
