Can you confirm if this is an issue on any other wayland environment (sway / weston / gnome) I could not reproduce an issue using Steam + google chrome showing Steam like your video.

on gnome the fps of the animation drops, but never freezes
also changed the browser to chromium from fedora rpm repo to facilitate testing
