STEPS TO REPRODUCE
1. Open game 
2. Notice blank titles

OBSERVED RESULT
Some tiles are blank

EXPECTED RESULT
All titles should have an image

You selected product kajongg, but your screenshot is kmahjongg.  Anyway both use tiles defined in libkmahjongg.

Blank tiles show the white dragon. Sometimes something blue is shown but it is still a white dragon.

What for? As I said, this is a white dragon on a white background.
There are four tilesets you can choose from in the configuration. In some of them, the dragon is visible.

Forget about it. I think it is bad coding to put a white dragon on a white tile. Everyone thinks something it wrong with the game. TTFN!

     I don't worry about pretty pictures but purely on matching tiles

     Apparently blank tiles are removable in matching.

     I have been playing for quite a while and have always believe they

were supposed to be blank.

     Nothing wrong with the game, just with some folks perception of eye 
candy.
