By default, it opens in a non-maximised state, this is the standard for all new windows however by default you cannot see a reasonable portion of the window contents, the user must scroll to see all the contents. Even on my 1920x1080 laptop with the System Settings maximised, there is still a horizontal scroll bar for the far right window. I am not sure what KDE's default target is, however 1080p devices and monitors are quite common still.
