SUMMARY
Disabling sliding popup effect also disable panel hiding animation. I would appreciate if there is an option in settings enable it only for panel and not for others (e.g system tray, application launcher).

STEPS TO REPRODUCE
1. Open System settings
2. go to "Window Management" > "Desktop Effects" > "Sliding Popup" effect

OBSERVED RESULT
Sliding popup have various glitches for popups. but disabling it also disable panel animation

EXPECTED RESULT
Panel hide with an animation and popups hide normally

Then we should fix them. Offering people the ability to workaround our own bugs is a great recipe for those bugs never getting fixed! Please report the actual bugs that you're seeing.

the glitch is caused by the morphing popups effect, which is dropped in 6.2

I've disabled "Morphing popup", but it is same. I assume "Morphing popup" is an animation when you navigate from one tool-tip to it's neighbor.
I've forget to write the hardware:
Processors: 12 × AMD Ryzen 5 5600H with Radeon Graphics
Graphics Processor: AMD Radeon Graphics, Radeon RX6600M

I think you may be referring to the visual issue described in Bug 488929. It's a real issue, but one we haven't fully figured out how we want to fix.
