SUMMARY
When I try to move icons around in my icons-only task manager, it seems to shift/drag other icons, and not the individual item I'm targeting. I've attached a demonstration video, also accessible at https://flowinity.com/abe485ecc264.mp4

STEPS TO REPRODUCE
1. Create a panel
2. Pin a bunch of items
3. Try and drag an individual item to be first 

OBSERVED RESULT
Other items will move in the icons-only task manager instead of the intended item

EXPECTED RESULT
The item moves where you move your mouse
