Yep, this is intentional. Our experience was that most people used this page to work around bugs that they would then fail to report to us, or to break their systems while messing around with things they didn't understand, often in response to advice found online that was obsolete, inapplicable, or wouldn't actually fit the issue they were having. The KCM has not been deleted, it's still there and available for use if you search for it. That's not the way. For future reference kcmshell6 kded kcmshell --list Indeed, there is it.
