After updating to 6.1 there is no GUI access to managing services. Things like disabling kscreen and other components.
Is it intentional, or a bug? I can't find it.

Log from going to the usual place:

Yep, this is intentional. Our experience was that most people used this page to work around bugs that they would then fail to report to us, or to break their systems while messing around with things they didn't understand, often in response to advice found online that was obsolete, inapplicable, or wouldn't actually fit the issue they were having.

The KCM has not been deleted, it's still there and available for use if you search for it.

Indeed, there is it. You can also search for it, as I said.

If you ever disable thing to work around a bug, please submit a bug report about it too.
