SUMMARY
the screen stays black and just shows a cursor when the screen is locked and the screen gets woken up from sleep

STEPS TO REPRODUCE
1. sleep 1 ; xset dpms force standby
2. press meta + L (to look the screen)
3. wait until the screen goes in standby/sleep mode
4. mouse the mouse cursor

OBSERVED RESULT
the screen stays black and just shows the mouse cursor (although the lockscreen is still there as the mouse cursor changes over the position of the password field)
switching to a virtual terminal (ctrl+alt+f1) and back to the X11 session brings back the lock screen

EXPECTED RESULT
the lock screen gets shown

And, _not_ seeing it on my workstation.

Same software versions, but graphics processor is AMD Radeon RX 580.

That's not the same bug! 

There's no grace period set here and the symptom is not a frozen screen. Unlocking still works, even when the unlock screen is not shown.
