SUMMARY
When I open my browser (Google Chrome), which is pinned to the desktop panel, the panel moves up. To fix this, I have to go into the settings and change the possition to "top" (the bottom option is not shown as the system things the panel is at the bottom), which doesn't do anything as the panel is already at the top and then I need to change it back to "bottom". 

STEPS TO REPRODUCE
Unfortunatelly no reliable way to reproduce this. But it tends to happen when I open an application that is pinned to the panel - I believe that in all cases it was Google Chrrome but that's probably just because I use it the most.

May I ask you for a recording of this issue? I know it's going to be quite complex since it reproduces randomly, but maybe over a long recording you can get one?

This is actually a duplicate of Bug 481736. The temporary fix just desabling kScreen. It happens when I turn my screen off.

This only happens on X11, right? Not also on Wayland?

I am also experiencing this bug but in some different conditions/ways.

- I am seeing it in both OpenSUSE and Arch only
- I am seeing this bug occur in both Wayland and X11 with latest Mesa/Vulkan-Radeon
- I am not having problems with notification bubbles.
- This issue for me occurs more in Wayland than X11.
- This issue occurs when returning from sleep and when watching full-screen videos (YouTube for example).
- Any time the panel is hidden automatically either by Chrome, a game or full screen video.

The resolution is somewhat inconvenient having to slide the panel from 12 to 9 o'clock then down from 9 to 6 o'clock.

I have tested this bug on FreeBSD 14.1, Fedora and Nobara. It does not occur. Only occurs in latest pulls.
For me, this has occurred since the release of Plasma 6 (the first time I've tried Plasma since KDE 3.x). It has gotten progressively worse from 6.0.4 onward. It used to be a mild disturbance that occurred at freak times and without any regularity. Now I can see this happen upwards of 6-7 times a day depending on what I do.
