In general I agree, and I think System Settings is the place where people are more likely to look for this stuff. However this isn't easy because the desktop is per-screen and per activity, not global. So if we were to do this, it would have to be like the Plasma 6 Wallpaper KCM which has a screen and activity chooser so you can choose which exact desktop you'd like to change the wallpaper for. So, possible, but difficult.
