STEPS TO REPRODUCE
1. Connect a laptop to an external monitor and close lid
2. logout from current session

OBSERVED RESULT
computer goes to sleep and has to be reawakened

EXPECTED RESULT
computer goes to login screen

Operating System: KDE neon Testing Edition

I can't reproduce the issue on current git master with those steps. The system logs out as expected. However I did see one issue: the external screen loses its signal, so the system does indeed look like it's just gone to sleep. If I open the laptop lid, I see the login screen there, confirming that it logged out as requested.

Can you reproduce that, or are we seeing different results?

We're seeing different results.  When I close the lid and log out, then open the lid, the screen does not come back on.  The system is suspended, and has to take a minute to wake back up before the login screen comes up.  When I log out with the screen open, it goes directly to the login screen and can log right back in.

I'm also unable to reproduce the problem on git-master. Just to make sure we have the same settings, that are related, can you share a screenshot of System Settings - Power Management - On AC Power? (I assume the laptop is connected to AC power)

I've attached a screenshot of my settings
In particular, When laptop lid closed: Sleep
"Even when an external monitor is connected" is unchecked
