I'm seeing this when I right click on the desktop and enter Edit Mode from that context menu. If I right click on the panel and enter Edit Mode from there, then the panel won't auto hide until exiting Edit Mode. Is that what you're observing? Yeah that's it didn't think about it that much. Probably intentional then I don't see a point in it though. Actually no sry I checked today at 5 and was sleepy and didn't remember my issue it's actually when you try to add a widget to the panel it hides that's already reported though so sorry for reporting it again didn't seem to find it when I reported it.
