This video demonstrates the issue on multiple WEBM video files, one from https://bugs.kde.org/show_bug.cgi?id=480569#c0, the other created by Spectacle. Afterward, it demonstrates that installing VLC remediates the problem. Best talk to fedora. (In reply to B Negri from comment #0) Do you have the ffmpeg-full codecs from RPMFusion installed?
