SUMMARY
If you view any video file within latest Windows 8.2 it keeps that video open/locked even after de-selecting. So attempts to move that file via DigiKam or Windows will fail due to the file still being listed as open/in use.
Currently the only fix is to play a different video (or exit DigiKam) so that original video will be released

STEPS TO REPRODUCE
1.  Preview an video within DigiKam
2.  Click off to select (but not play) an alternate image or video within DigiKam thumbnail view
3.  Attempt to move original video file to a new folder location via DigiKam or OS

OBSERVED RESULT
DigiKam and Windows OS say they cannot move the file 

EXPECTED RESULT
DigiKam or Windows should be able to move the file as long as it's not being actively played on selected in preview window
