STEPS TO REPRODUCE
1. start System Monitor
2. Click on "Help" menu
3. Click either "Report Bug" or "About"

OBSERVED RESULT
No dialog window opens

EXPECTED RESULT
dialog window for "Report Bug" or "About" should open
