Add an option for setting a custom wallpaper in the screen locking settings called 'Set Custom Wallpaper' for users that want to set custom wallpaper. Wallpaper plugins will need to have their code changed to work with and be supported by this change.

ADDITIONAL INFORMATION
This would also help the user identify which account(s) he is logged into if he remembers the wallpaper of each display on his desktop. This is done by default on Windows, Mac and GNOME so most users expect this as the default behavioeachr.
