SUMMARY

I noticed pretty recent bug.
When I set the switching time to: 

Sunset and sunrise at current location

... the  changing filter begins dimming one hour late (and accordingly finishes one hour late too of course).
I can set it Sunset and sunrise at manual location (pretty accurately by mouse) and it sets it fine on time.
I get this both on laptop and desktop (Manjaro Stable) so my conclusion is, it must be a bug that daylight saving time i. e. summer time <> winter time is not taken into account anymore with the at current location setting.
I remember it was fine until recently seeing the sun set and the displays dim simultaneously.
Oh and I use a the blue dim for day and night (around 5000K/around 2200K)

STEPS TO REPRODUCE
1. Set your switching time in Night Color to: 
Sunset and sunrise at current location
2. Wait until the sun set or rises the next time (you might just do something useful in the meantime too)
3. See your blue color dim 1 hour after it actually should start

OBSERVED RESULT
It dims 1 hour after the time given below (in your settings window).

EXPECTED RESULT
Would be dimming on time.

In System Settings > Date & Time, Are you using automatic time sync? Or Have you manually specified a date and time?

I had previously NOT checkmarked "Set date and time automatically". Now I did.
I will tell you if it fixes it.

I had not put it the time manually though. Never have in KDE, it always showed correctly.

It doesn't seem to fix it, also after some reboots.
The background service is activated.
It's not such a bad-bad bug and winter time switch will fix it until spring, I guess.
Plus, everyboday affected can work around it by setting the exact location in
Switching times: Sunset and sunrise at MANUAL location.

Maybe one has to delete some cookie or so?

Might be a duplicate of this bug: https://bugs.kde.org/show_bug.cgi?id=471238
But that user realizes the time difference it's much greater.
I'm in CET so only 1h away of Greenwich/UTC, whereas they are in CAN and further away i.e. off in time.
