STEPS TO REPRODUCE
1. Start Kmail (it is set to receive mail on startup)
2. It shows the number of unread messages in my "inbox.) 
3. 

OBSERVED RESULT: It shows the number of new, unread messages in my "inbox." But the actual messages do not show up until much later


EXPECTED RESULT: The number of unread messages in the "inbox" and the actual number of unread messages in the inbox are not the same. It's very slow to download messages.

ADDITIONAL INFORMATION
As a backup, I use Mozilla Thunderbird. It downloads all messages immediately

Ok, I started kmail right after my computer booted. It showed no e-mails. So I tried Control-Alt-Backspace to reset the Desktop. I tried Kmail again. 28 messages showed up instantly.

And now, today (September 25, 2023) Kmail did not download any mail right away when I clicked on "check mail." About one minute later, it downloaded ALL of the messages from my ISP e-mail server....more than 1000 messages.... (I set Kmail NOT to delete e-mails from the server)
