Why not add the possibility to use (and define new) digraph? If you don't know what is it:

It's a simple method to extend the keyboard possibilities (think several latin languages or unicode mathematical symbols sothat they can be use in a simple mail with kmail...).

The link from the original report no longer points to a document.  Unless the reporter can explain what he means by "digraph", perhaps this bug report should be closed.

Ah... in that case, I suggest that KDE is not the right place to implement this feature.  It's something for the X server.  In fact, X.org already supports this sort of thing via xkb and dead keys.
