We have neither mouse gestures nor automatic tiling. Most likely a KWin script or something that you installed is doing this Can you check your 3rd-party installed scripts/effects? There is only one bit of software on my laptop that is out of distribution - a proprietary Wi-Fi device driver. Everything else is via Fedora. I suppose that I should file a report downstream.
