I have never set `PLASMA_USE_QT_SCALING=1` option in my environment, this is an 2560x1600 screen with 200% scale. I am experiencing the same issue. The 1 pixel line of the wallpaper will be displayed on top of full-screen apps as well and randomly appears and disappears for me. Screen is 2256x1504 (3:2) at 150% display scaling. Operating System: Fedora Linux 38 KDE Plasma Version: 5.27.6 KDE Frameworks Version: 5.107.0 Qt Version: 5.15.10 Kernel Version: 6.3.8-200.fc38.x86_64 (64-bit) Graphics Platform: Wayland Processors: 16 × 12th Gen Intel® Core™ i5-1240P Memory: 15.3 GiB of RAM Graphics Processor: Mesa Intel® Graphics Manufacturer: Framework Product Name: Laptop (12th Gen Intel Core) System Version: A4 If you have PLASMA_USE_QT_SCALING=1 set, it's Bug 423390. Both bugs you mention concern vertical 1px lines at the rightmost edge of the screen, while this report concerns a horizontal 1px line between the panel and full-screen windows.
