STEPS TO REPRODUCE
1. attach a second monitor to the GPU 
2. 
3. 

OBSERVED RESULT
in Display Configuration a notice continually cycles between:
A new output has been added. Settings have been reloaded.
An output has been removed. Settings have been reloaded.

The cycle time is approximately 10 seconds

EXPECTED RESULT
Display configuration would detect the new display and allow configuration

Sorry for taking so long to get to your bug report. Is this still happening?

If so, can you try putting KWIN_DRM_PREFER_COLOR_DEPTH=24 into /etc/environment and see if it's still happening after a reboot?

Hi Nate,

Thank you for the reply.
I believe it is a monitor issue. The problem only occurs when one specific
monitor is not used for the desktop but is still connected to the computer.
I did try your suggestion and it did not resolve the issue (since it is
most likely a hardware problem).

Your efforts with KDE Neon are appreciated - it's a great distro!
