It looks like Spectacle is not in fact on the Snap store, so the link on the website is wrong. I don't see that we're setting a link for this in Spectacle's AppStream metadata file, so it's more likely to be a website bug. Moving there.

You can get it from Snap or Flatpak if it's available there, or you can compile it from source. Other than those options, you can't.
In general, if your preference is to be using up-to-date software, LTS Kubuntu releases aren't the best option.

I've hopped to Fedora 37. Spectacle is at 22.12.3.
