Can you paste the output of `kscreen-doctor -o` run in a terminal window when you plug in the screen, but before you turn it on? Is this actually a VGA screen plugged into a VGA port directly? Or are there any dongles involved? I have no access to that screen, tried to reproduce it on another and didnt:
When using a powered dock, when the dock is off, there is no VGA screen detected at all.
When plugging in the screen while turned off, the displays are changed as if it was connected, and info shown is the same as when it is on.

This is the output of a working screen. Everything worked normally. I will report the output of the broken one when having access to it.
