I can reproduce this only on Wayland, X11 works OK.
I am using a desktop system with only one monitor. The monitor is connected via HDMI.

And like the OP, Energy Saving or Suspend has no effect. Resolved on Neon User Edition by an upgrade to the libkf5idletime5 package. A similar fix has been released on Fedora (see bug 462695).
