STEPS TO REPRODUCE
1. Enter to Touch Mode(can be force enabled in Workspace Behavior -> General Behavior)
2. Open some application and toggle to fullscreen, for example Kate
3. Close application
4. Open the app again and the app's bottom borders will be covered by the panel

Same here. It seems to be caused by the larger window decorations due to touch mode. It appears to only affect the Breeze theme. Switching the decorations to Plastik “fixes” the issue; most likely because the Plastik window decorations have a fixed size and do not enlarge in touch mode. It's very annoying.
