STEPS TO REPRODUCE
1. Right click on any png picture on macOS 12.0 Ventura
2. Select Open With --> Other...
3. Switch Enable menu list from Recommended Applications to All Applications and select kolourpaint
4. A warning will display below saying "It's not know if this application can open somefile" (extension is omitted).

OBSERVED RESULT
macOS does not recognize kolourpaint as image manipulation tool

Maybe recognize it
