STEPS TO REPRODUCE
1. start wayland plasma
2. select configure display settings
3. change scale to <100%

OBSERVED RESULT
The noticeable result is with the missing icons for minimize, maximize and exit. The more the percent is decreased, the more noticeable it is.

EXPECTED RESULT
It would scale properly when <100%.

Can reproduce on neon unstable when using a non-breeze window decoration and display scale 75%.

Can't reproduce any missing buttons in the decoration, but while testing this the Apply and Reset buttons in KScreen stopped being rendered (but was still clickable) until I set the scale to 100% again. So I'm not convinced this is a kdecoration or kwin bug.

Seems to work now, and I do recall changes with regards to scale <100 being handled
