STEPS TO REPRODUCE
1. open Fonts or General Behavior KCM
1. hover over any text
2. Hold left mouse button and drag the content up and down

OBSERVED RESULT
the contents of the KCM scrolls

EXPECTED RESULT
scrolling should not occur
