STEPS TO REPRODUCE
1.Right klick desktop 
2. Select Add panel - Empty Grouping Plasmoid or Empty System Tray

OBSERVED RESULT
 Nothing happens


EXPECTED RESULT
New visible empty Grouping Plasmoid or empty System Tray
