SUMMARY
Can reproduce with the following apps installed from flathub:
ungoogled chromium
celluloid
mpv

STEPS TO REPRODUCE
1. install any app mentioned above from flathub
2. play sound or video with sound with the installed app
3. 

OBSERVED RESULT
task without sound icon is created in the task manager

EXPECTED RESULT
task with sound icon

Can confirm on Fedora Kinoite. I've tried playing an .mp3 in flatpak Gwenview and there's no icon. Playing the same file on the RPM version of Gwenview shows the icon just fine.

It's still reproducible on neon unstable.

Cannot reproduce on Wayland with celluloid. What program, and does the audio KCM show the program when it's playing something?

I can reproduce with Celluloid from flathub. Please see the screenshot of Audio KCM during playback.
