Both work for me. If you run Kwave from a terminal, do you see any warnings in the output? In Settings > MP3 Encoder Setup, if you press 'Auto Detect...', does it find Lame? What settings give the error with ogg? Sample rate, sample size, tracks, compression, and encoding mode.
