SUMMARY
Adding shortcuts do not work properly. Some sort of freeze happens.

STEPS TO REPRODUCE
1. Press Meta and find Shortcuts.
2. Choose Media Controller or any application.
3. Add Shortcut.
4. Try immediately close shortcut and add new one or choose another application to add shortcut or press Apply.
5. Nothing happens.
6. Press Alt + Tab, press Alt + Tab.
7. Now shortcut can be closed, Apply can be pressed, etc.

OBSERVED RESULT
After adding shortcut it's impossible to immediately add another one without window change.

EXPECTED RESULT
Normal adding of shortcuts without glitches.

Cannot reproduce on Wayland with current git master.

I wonder if this is graphics-related... what kind of GPU do you have?

Could this problems be connected somehow with https://bugs.kde.org/show_bug.cgi?id=153915
Same "solution" in both cases: Alt + Tab - window change.

Can you make this freeze happen on any other pages in System Settings?

It is not freeze. It seems like freeze of shortcuts window. This bug happens even in Amarok and Krusader. Alt + Tab and you unfrozen, assign another shortcut, again Alt + Tab and so on.

Does the issue go away if you disable compositing with Alt+Shift+F12?

(You can use that to turn it on again after you've tested it)

Disabling compositing do not help.  Something blocks all available "buttons" on window after adding shortcut. Only after Alt + Tab everything becomes active.

Problem solved after fresh Kubuntu 22.10 install.
