Can you see if the issue still happens in Plasma 6.3.5 or later, and also presumably newer versions of the packages for the networking stack? I am currently using Plasma 6.3.4 and this issue still happens but changed somewhat. After the login and the message "private connection already active on the device: uid 1001 has no permission to perform this operation" about one minute later the Network connection is shown as active.
