Before Plasma 5.25 I could just drag the icons to any position.

STEPS TO REPRODUCE
1. Try to drag an icon to another position
2. Icon gets a colored frame and becomes unusable: it remains colored and nothing happens when you click it
3. The icon disappears after a new launch or it goes back to the original location
