STEPS TO REPRODUCE
1. Have multiple windows open.
2. Attempt to close one of them by clicking the cross icon with a mouse. It will close after 1 click.
3. Attempt to close another window the same way. It will eat 1 click and only close after the 2nd one.

In 5.24.5 there is similar problem. The window in the "view all windows" effect closes only by the second click. I've attached video.
