SUMMARY

STEPS TO REPRODUCE
1. open a kde session
2. 
3. 

OBSERVED RESULT

I see all the apps of "automatic start" as Skype and Chrome web apps as "messages" are launched.
They are not in the control panel.
They are not in "system monitor".
I must manually start all these apps.

EXPECTED RESULT

"automatic start" runs well

I use auto start apps and they work fine for me both on X11 and Wayland. 

1) How are you adding these startup apps?
2) Are you using X11 or wayland? (Available in System Settings > About this System)
3) Do apps other than web apps work?

1) How are you adding these startup apps?
go to "kde settings" > "work space" > "start and stop" > "automatic start"
add connexion script to launch any Chrome web app.
Skype settings adds Skype in "Applications"

2) Are you using X11 or wayland? (Available in System Settings > About this System)

X11

3) Do apps other than web apps work?

Skype as the others is launched then disappears.

If I launched manually any app also skype and the script to launch web app then no problem.

I wonder if this bug is linked to this bug https://bugs.kde.org/show_bug.cgi?id=454105

Unlikely. But are the apps you are auto starting also added to the panel?

Is this a regression from a prior version? Did it work in Plasma 5.24?

Yes it is a regression, no problem with 5.24.5

I tried to clean the kde session by not restoring the previous session and deleting all in automatic startup then adding again all my login scripts to launchthe web apps. All fails: Skype is not launched (I don't see the icon in the systray even briefly) and the web app are launched and I see their icon briefly in the task board then they disappear.

I wonder if Skype and the login scripts are treated as logout scripts.

Is there any way to clean and  initialize again all about the kde session for example by deleting all files about kde session ?

Can you try another app? Like Dolphin for example, something that isn't chromium or electron.

Can I have output of "journalctl --user -b" just after a reboot with a login that failed to autostart something

This time only skype and script to launch Chrome web app Facebook in the list of automatic startup.

I send you the journal just after reboot and opening a kde session that i got with
sudo journalctl -b > journal.log
