SUMMARY
Every window don't need to have mimimize or miximize function. We should limit it. It doesn't have any use case anyway.

STEPS TO REPRODUCE
1. Open Info Center
2. In khamburger menu open About Info Center
3. It can be minimized or maximized.

In general we always let people minimize windows, so it would be very disturbing if this one could not be. But being maximizable doesn't really make sense given the small content area, indeed.

I fail to see the benefit of forbidding this, e.g. the author list can be long and your screen can be small.
