SUMMARY
Panel is changing it's size when open animation is triggered

STEPS TO REPRODUCE
1. Create new panel
2. Add Icon-only Task Manager
3. Make sure "Set flexible size" is checked
4. Add spacers around Icon-only Task Manager
5. Open any app from Icon-only Task Manager

OBSERVED RESULT
Panel is shaking

EXPECTED RESULT
The panel does not move during animation.

Windows: Windows 10 enterprise ltsc
Linux/KDE Plasma: Archlinux
