okay, so the summary doesn't explain this well and I am probably going to struggle with words too, so I made a video.

basically, if dolphin is closed and you open a folder then the dolphin window gets brought forward/activated/gains focus. However if Dolphin is already running, opening an already open or a new, unopened, folder doesn't result in the dolphin window being brought forward, even though the folder does open in the background.

tested only on wayland, unsure about X11.
