STEPS TO REPRODUCE
1. Create a default panel (will appear at top)
2. Create a default panel (will appear at left)
3. RMB on left panel -> Enter Edit Mode

OBSERVED RESULT
Edit mode widget is below top/bottom panels

EXPECTED RESULT
Edit mode widget is above top/bottom panels
