STEPS TO REPRODUCE
1. Create a 1280x720 canvas
2. Show the grid in 32x32 and active snap to the grid
3. Select the "selection" tool
4. Check that the check box does not snap to the grid
OBSERVED RESULT
The check box is not magnetized in the closest grid

EXPECTED RESULT
The selection box must be magnetized towards the nearest grid

The 'geometric' selection tools do snap to the grid but you have to check in 'View -> Snap To' to make sure that only 'Snap To Grid' is enabled.
If you have 'Snap Pixel' enabled then it will snap to everywhere.
Is only 'Snap To Grid' enabled?

Ahh, so disabling "snap to pixel" seems to fix the problem.
