After completed installation of umbrello-mingw64-2.32.0-126.1 on Microsoft Surface Pro 7 running Windows 11 fails on startup.  The following system error is found in the log:

ADDITIONAL INFORMATION
Note that the portable version umbrello-mingw64-2.32.0-126.1-portable incurs the same error.  Also, note that the 32bit version of the same build installs and runs properly.  Also the 64bit version installs and works properly on a Microsoft Surface Book 2 running the same version of Windows 11.
