Are you using the Breeze Dark plasma theme instead of just the "Breeze" Plasma theme? If so, does it work if you use the "Breeze" Plasma theme and set the color scheme (not the Plasma theme) to "Breeze Dark"? I am using Breeze Twilight theme, but I guess it both applies dark theme to the panels and applets. Indeed Breeze (Light) works as expected, but both Dark and Twilight has this problem. Indeed Breeze (Light) works as expected, but both > Dark and Twilight has this problem. Actually I was wrong, it's only the Twilight theme, with plasma restart Dark theme also works as expected.
