SUMMARY
If I right-click a window title bar and select More Actions -> Configure Special Window/Application Settings..., then I cannot add properties until I resize the dialog.

STEPS TO REPRODUCE
1. Right-click a window title bar.
2. Select More Actions -> Configure Special Window/Application Settings.

OBSERVED RESULT
The bottom toolbar containing the "Add Property..." button is missing until the window is resized.

EXPECTED RESULT
The bottom toolbar is present.
