SUMMARY
The "Application-Specific Settings" or "Window-Specific Settings" menu does not show the "Add Property..." and "Detect Window Properties" buttons until the window is resized

STEPS TO REPRODUCE
1. Open dolphin
2. Navigate to More Actions > Configure Special Window Settings
3. Look for the Add Property button
4. Resize the window.. Poof!

To make it clearer: you need to resize the kwin_rules_dialog menu window itself to make the buttons appear
