SUMMARY
Both Arch Linux (Plasma 5.22.3) and neon unstable are affected.

STEPS TO REPRODUCE
1. open desktop settings
2. enable "Tooltips" in "Icons" section
3. hover over an icon with long name on desktop

OBSERVED RESULT
no tooltip. Please see the attached screenshot.

EXPECTED RESULT
a tooltip appears

This feature depends on "Display informational tooltips on mouse hover" option
available in General Behavior KCM, which was unchecked on my system.
At first glance this may seem confusing because tooltips of Dolphin work even
when mentioned option is unchecked. But now I understand that the option
available in General Behavior KCM only takes effect on Plasma, not all KDE softwares.

Tooltips show up as expected when "Display informational tooltips on mouse hover" option is checked.
