SUMMARY
Spinning speed is way too fast when searching updates

STEPS TO REPRODUCE
1. Launch Discover 

OBSERVED RESULT
The spinning speed is way too fast, it's barely visible and it's stressfull !

EXPECTED RESULT
The spinning speed is harmonious, cool and relaxing

Are you using an NVIDIA GPU with the proprietary driver and one or more high refresh rate screens?

Yes Nvidia GPU, refresh rate is 60 Hz.
