2nd level menu with missing item

SUMMARY
Menu items have restructured since upgraded KDE Neon to Plasma 5.21. Now there's no submenu item 'Global Theme' under 1st level menu 'Appearance'. 

STEPS TO REPRODUCE
1. Start Systemsettings with sidebarview.
2. Click 'Appearance'
3. Check the menu items

OBSERVED RESULT
You can see the 'Global Theme' setting (3rd panel), but there's no menu item 'Global Theme' here. Moreover the 2nd panel caption should be 'Appearance', not 'Global Theme'. Should not be clickable as well.

EXPECTED RESULT
I expect consistent UX across all the Systemsettings UI. Thus 1st level menu item (Appearance) when clicked should be the caption of the 2nd panel. Then all 2nd level options should be available as menu items.
